 Committee on Children - February 27, 2018
  The Division of Criminal Justice strongly supports S.B. No. 187, An Act Concerning the Transfer of a Child Charged with Certain Offenses to the Criminal Docket and the Grounds for Detention of an Arrested Child," and respectfully recommends the Committee’s JOINT FAVORABLE REPORT for this legislation. This legislation represents critically needed "fine-tuning" of the "Raise the Age" initiatives enacted in recent years to give the courts greater latitude to better protect the public and public safety and the children themselves who commit serious criminal offenses.
 
 Public Safety and Security Committee - February 27, 2018
  I am here today to support Senate Bill 17, An Act Promoting Fairness in Access to Information, Support and Justice for Sexual Assault Victims. I am proud to report that Connecticut has often served as a model for other states regarding how sexual assault investigations should be conducted. This proposed act would further guarantee the rights and dignity of survivors of sexual violence and aid law enforcement in bringing sexual predators to justice.

  The Division of Criminal Justice supports S.B. No. 469, An Act Concerning Information to be Furnished by an Insurance Company Relative to Fire Losses, and respectfully recommends the Committee’s JOINT FAVORABLE REPORT for this bill. S.B. No. 469 addresses the same subject matter as S.B. No. 283, An Act Allowing Police Officers to Obtain Information to be Furnished Relative to Fire Losses, which is pending before the Joint Committee on Public Safety and Security, and which the Division of Criminal Justice supports.
 
 Judiciary Committee - March 14, 2018 - H.B. No. 5474 - S.B. No. 471
  The Division of Criminal Justice supports S.B. No. 471, An Act Concerning a Motor Vehicle Accident Report for an Accident in which a Person Was Killed, and H.B. No. 5474, An Act Concerning an Accident Report for a Motor Vehicle Accident in which a Person Was Killed, and would respectfully recommend the Committee’s JOINT FAVORABLE REPORT for either of these bills as the language of both proposals is the same.
 
 Judiciary Committee - March 21, 2018 - S.B. No. 509
  The Division of Criminal Justice recommends the Committee take NO ACTION on S.B. No. 509, An Act Concerning Newly Discovered Evidence, and instead include the subject matter as part of the charge to the study committee proposed in H.B. No. 5407, An Act Establishing a Task Force to Promote Efficiencies in the Filing of Habeas Corpus Matters.
 
 Judiciary Committee - March 21, 2018 - S.B. No. 512
  The Division of Criminal Justice opposes S.B. No. 512, An Act Concerning the Psychiatric Security Review Board, and respectfully recommends the Judiciary Committee take NO ACTION on this bill. The Division also opposes S.B. No. 294, An Act Concerning the Psychiatric Security Review Board, and respectfully recommends the Joint Committee on Public Health take NO ACTION on this bill. Both bills propose unnecessary changes to the policies and procedures of the Psychiatric Security Review Board and, if enacted, would threaten to seriously undermine the ability of the PSRB to fulfill its critical mission of protecting public safety.
 
 Judiciary Committee - March 23, 2018 - H.B. No. 5558 - H.B. No. 5562
  The Division of Criminal Justice strongly supports H.B. No. 5558, An Act Concerning Juvenile Matters, and respectfully recommends the Committee’s JOINT FAVORABLE SUBSTITUTE REPORT for this bill to correct a drafting issue. This bill was submitted to the Committee as part of the Division’s 2018 legislative recommendations to address serious issues and concerns that have arisen with the “Raise the Age” enactments of recent years. The Division also would respectfully recommend the Committee take NO ACTION on H.B. No. 5562, An Act Implementing the Recommendations of the Juvenile Justice Policy and Oversight Committee.
 
 Judiciary Committee - March 23, 2018 - S.B. No. 515
  The Division of Criminal Justice respectfully requests and recommends the Committee’s JOINT FAVORABLE REPORT for S.B. No. 515, An Act Concerning Minor and Technical Changes to Various Statutes Concerning the Juvenile Justice System. This bill is not be confused with the several other “Raise the Age” proposals introduced this year but rather deals with minor and largely technical revisions to the statutes, including removal of provisions rendered obsolete by “Raise the Age” and other enactments in recent years.
 
 Judiciary Committee - March 23, 2018 - H.B. No. 5557
  The Division of Criminal Justice opposes H.B. No. 5557, An Act Concerning the Competency of a Defendant to Stand Trial, and would respectfully recommend the Committee take NO ACTION on this bill.
 
 Judiciary Committee - March 26, 2018 - S.B. No. 524
  The Division of Criminal Justice supports S.B. No. 524, An Act Concerning Revisions to Various Statutes Concerning the Criminal Justice System, and respectfully recommends the Committee’s JOINT FAVORABLE REPORT. This bill is this year’s version of the Division’s “omnibus” bill, which includes several minor or technical changes to various statutes.
 
 Judiciary Committee - March 26, 2018 - S.B. No. 519
  The Division of Criminal Justice opposes S.B. No. 519, An Act Concerning Open-File Disclosure, and respectfully recommends the Committee take NO ACTION on this bill. The subject matter of this bill is already fully and appropriately addressed in the Connecticut Practice Book (Section 40-11, et seq.), which is the comprehensive set of rules governing all aspects and procedures of the court system. It should also be noted that the Practice Book provisions are already extremely liberal for the defense with regard to discovery in a criminal matter. This bill would further expand discovery in favor of the defense while providing for no reciprocal abilities to the prosecution.
 
 Judiciary Committee - March 28, 2018 - S.B. No. 14
  The Division of Criminal Justice opposes S.B. No. 14, An Act Concerning Special Parole for High-Risk, Violent and Sexual Offenders, and would respectfully recommend the Committee take NO ACTION on this bill. The title of this bill is somewhat misleading in that might imply that the legislation would strengthen special parole for certain offenders when, in fact, the bill would undermine the use of what has been proven to be an effective tool of particular value in the wake of the current opioid crisis.
