Section 51 - Comprehensive Energy Planning

The Department of Energy and Environmental Protection (DEEP) developed the first-ever Comprehensive Energy Strategy for the State of Connecticut – an assessment and Strategy for all residential, commercial, and industrial energy issues, including energy efficiency, industry, electricity, natural gas, and transportation. 
This Strategy was developed as called for in the milestone energy legislation, Public Act 11-80, passed in June of 2011.  Section 51 of this Act requires that DEEP, in consultation with the Connecticut Energy Advisory Board (CEAB), prepare a Comprehensive Energy Strategy for Connecticut every three years.
The final Strategy was issued February 19, 2013.
2013 Connecticut Comprehensive Energy Strategy - Final
DEEP issued a draft of the Comprehensive Energy Strategy for public comment on October 5, 2012.  The draft plan analyzes the state’s current energy use.  It identifies challenges and examines opportunities for meeting future needs. And it proposes a series of recommendations which give Connecticut residents and businesses the power to choose from a wide array of energy options and guides the State on a path toward a cheaper, cleaner, and more reliable energy future.
This draft plan was offered for public comment.  All comments were considered in the preparation of the final plan.
Public Hearings and Technical Meetings - Draft
DEEP scheduled a series of public hearings to take oral testimony on the draft Strategy. The public presented oral testimony and asked DEEP staff and consultants questions about the analysis underlying the findings and recommendations in the draft Strategy.
