The Department of Energy and Environmental Protection (DEEP) developed the first-ever Comprehensive Energy Strategy for the State of Connecticut Ė an assessment and Strategy for all residential, commercial, and industrial energy issues, including energy efficiency, industry, electricity, natural gas, and transportation.
DEEP issued a draft of the Comprehensive Energy Strategy for public comment on October 5, 2012. The draft plan analyzes the stateís current energy use. It identifies challenges and examines opportunities for meeting future needs. And it proposes a series of recommendations which give Connecticut residents and businesses the power to choose from a wide array of energy options and guides the State on a path toward a cheaper, cleaner, and more reliable energy future. This draft plan was offered for public comment. All comments were considered in the preparation of the final plan.
The 2013 Strategy was developed as called for in the milestone energy legislation, Public Act 11-80, passed in June of 2011. Section 51 of this Act requires that DEEP, in consultation with the Connecticut Energy Advisory Board (CEAB), prepare a Comprehensive Energy Strategy for Connecticut every three years.
The final Strategy was issued February 19, 2013.
DEEP is holding a meeting to deliver a presentation and receive stakeholder comments on the scope of 2016 CES on Tuesday, May 24, 2016, at 9:00 AM EDT 2 in Hearing Room 1 at DEEPís New Britain Office located at 10 Franklin Square, New Britain, Connecticut. The objective of the scoping meeting will be to provide an overview of, and seek public input on, the expected structure, schedule, and topics for the CES, as well as key research questions that will be a focus of the CES analysis. The major topics to be reviewed in the CES presentation include securing cheaper, cleaner, more reliable energy options in the following sectors:
- Buildings and Industrial Processes
- Electricity Supply

DEEP scheduled a series of public hearings to take oral testimony on the draft 2013 Strategy. The public presented oral testimony and asked DEEP staff and consultants questions about the analysis underlying the findings and recommendations in the draft Strategy.
