Program Description

Under Section 4-66k of the Connecticut General Statutes, the stateís nine (9) Regional Councils of Governments (RCOGs) are entitled to annual state grant-in-aid (SGIA) to support their various planning activities.  Each RCOG receives a base grant of $125,000 ($250,000 for RCOGs that voluntarily consolidated on or before 12/31/2013).  In addition, each RCOG receives a $.50 per capita supplemental payment, based upon the regionís population from the most recent federal decennial census.  The funding source for SGIA is the Regional Planning Incentive Account, which derives its revenue from 6.7% of the Hotel Tax and 10.7% of Car Rental Tax (Section 93 of Public Act 11-6).
