About
The Policy Workgroup, as with the Science & Technical Workgroup, acts as a subcommittee of the WPC Steering Committee.  It was established for the purpose of recommending policies for inclusion in the Connecticut State Water Plan.  The Policy Workgroup provides recommendations to the Steering Committee on the following:
  • Prioritizing appropriate regions of the state for comprehensive water planning
  • Utilization of the state's water resources, including surface and subsurface water, in a manner that balances public water supply, economic development, recreation, and ecological health
  • Strategies for ensuring the resiliency of the state's water resources and infrastructure, particularly as it relates to climate change
  • Technology and infrastructure upgrades, interconnections, and such major engineering works or special districts which may be necessary, including the need, timing, and general cost thereof.
  • Conservation guidelines and incentives for consumer water conservation with due consideration for energy efficiency
  • Land use and other measures to ensure the desired quality and quantity of drinking water
  • Methods to promote development in concert with available water resources
  • Water reuse policy with incentives for matching the quality of the water to the use
  • Promote intra-regional solutions and sharing of water resources
  • Appropriate mechanisms for resolving conflicts related to implementation of the plan
  • Additional topics or policies not specified in PA 14-163 that should be included in the plan
  • Methods to maintain and update the plan on a forward-looking basis
  • Modifications to laws and regulations that are necessary in order to implement the recommendations of the workgroup
As part of its work, the Policy Workgroup considers plans and documents such as the following:
  • Individual provider water supply plans
  • Water quality standards
  • Stream flow classifications
  • Water utility coordinating committee plans
  • State Plan of Conservation and Development
